The Cosmetic, Toiletry, and Fragrance Association CTFA
The CTFA is the main trade association for the personal care industry. There are over 500 members representing manufactures, distributors, suppliers to the industry, and publications. It represents the industry interest in local, state, national, and international issues. One third of the CTFA's budget is spent on science aspects that are pertinent to the industry. It also represents lobbying efforts in state governments and Congress. It represents the cosmetic industry in issues involving the FDA, EPA, and other government agencies. The CTFA established the Cosmetic Ingredients Review Board in 1976. Its purpose is to review the safety of the materials in cosmetics. The CIR is separate from the CTFA. One of its features is an Expert Panel that reviews the data. The CIR does not review fragrance ingredients. The Research Institute for Fragrance Materials (RIFM) gathers data on the safety of fragrance ingredients. The International Fragrance Association (IFRA) then reviews this information and formulates guidelines for use. Most people use personal care items. An educated consumer can make better choices.
